It's because it ultimately saves them money in raw materials. If you're mass producing a bunch of these little prongs, think about the metal you gather from those little punch-outs. You then take that metal, melt it down, and out of. These bumps fit into the holes so that the outlet can grip the plug's prongs more firmly. This detenting prevents the plug from slipping out of the socket due to the weight of the plug and cord. It also improves the contact between the plug and the outlet. Rawl plugs (often referred to as wall plugs) generally aren't used in wood. There's no need for them because the thread of the screw you're using digs a channel into the wood to prevent them from falling out. When it comes to oversized holes, though, they can be an excellent 'filler' item to plug the hole before redrilling Trace your hole: Put a piece of paper over your hole and trace it either with a pen (if you can see the lines underneath) or make an indent in the paper with your fingers around the hole edge (if you can't see the lines) so you can trace the indent with a pen once you take it off. If you have a really crazy shape of a hole, you can knock out some extra drywall by lightly tapping at the edges. If your hole is too large to take a wall plug or anchor, then your best solution is to fill the hole with filler (e.g. Polyfilla), leave it to fully harden, and then redrill the hole to the correct size. You don't need to worry too much about filling the hole perfectly flush - it'll be covered by the plate anyway Rawl plugs spin because the drill hole is too big for the plug. The solution to avoid a rawl plug from spinning is to ensure the drill bit size corresponds to the rawl plag. If the hole has already been drilled into the wall, use a larger rawl plug, and possibly a larger screw
